Are homes in the state of Kentucky homes supposed to be inspected before they are sold? ?

Shortly after moving into my home, I lost the electric in 3 rooms and my screened in pourch. I had two handy men I know look at it, and they both said that I needed some re-wiring done. I noticed a leak also in my bedroom, that has gotten worse and some of the drywall has fallen down. It looks like there isn't any insulation. Can people really rig homes like this to sell? :(
