Im looking for the title of a seventies film.?

Its partly set in Holland and is about drug trafficking. In one scene a woman is pitchforked to death by several other women dressed in traditional Dutch clothing. And in another a girl is hanged by a chain outside a hotel window again wearing traditional Dutch clothing. Its a longshot I know.
